Phlebotomy is the science and art of obtaining blood specimens from patients for laboratory analysis. Specimen accessioning is the multi-tasked step for processing these laboratory specimens.
Employment opportunities are in hospitals, private laboratories, clinics and physician’s offices. Phlebotomists may also process, store, and ship various medical specimens, instruct patients on sample collection, perform clerical duties related to record keeping of laboratory tests, and enter and retrieve data using computers.
Program Overview & Curriuculum
The Phlebotomy and Specimen Accessioning Certificate Program consists of three parts: Theoretical Lectures, Blood Collection Practice – Student Laboratory, and a Clinical Rotation at an affiliate clinical site.
Part I -Theoretical Lectures*
Phlebotomy lectures will be delivered in a Hybrid format: There will be a combination of in-person classroom instruction as well as online lectures via Zoom. Students must have access to transportation and reliable Internet connection. A detailed course schedule will be shared with students after enrollment in the program.
Lectures include blood specimen collection by venipuncture and skin puncture, anatomy and physiology of body systems with emphasis on the circulatory system, infection control, safety, quality assurance, specimen processing and storage including other types of specimens, and legal responsibilities of the phlebotomist.
Academic Requirements: Phlebotomy students must successfully complete Part I to be eligible to progress to Part II of the program.
Part I academic requirements are:
- Achieve a minimum overall Part I course average (quizzes & exams) of 70%
- Achieve a minimum grade of 70% on the Part I Final Comprehensive Exam
Part II – Blood Collection Practice – Student Laboratory
Student Laboratory consists of practice in venipuncture and skin puncture.
- On-campus (Rutgers SHP- Newark Campus)
- 12 hours of mandatory student phlebotomy laboratory
Part III – Phlebotomy Clinical Rotation
Upon successful completion of Part I and Part II, students are eligible to begin the final phase of the program, clinical rotation. The phlebotomy clinical rotation takes place at an affiliate clinical site located in several counties including Essex, Hudson, Middlesex, Passaic, and Bergen counties. Students are responsible for their own transportation to and from the clinical site and parking fee, if applicable. Part III requires:
- Completion of 100 hours of practice, 12-13 days, approximately 8 hours a day
- Completion of a minimum of 100 successful venipunctures and skin punctures
- The clinical rotation must be completed within 6 months from start of the program
Tentative Clinical Rotation Schedule:
Clinical rotations are scheduled in 4 cycles. Scheduling of the clinical rotation is dependent on clinical site availability. An example of a rotation schedule with tentative dates:
- Cycle I: May 5 – May 20 (12 days)
- Cycle II: May 26 – June 10 (12 days)
- Cycle III: June 16 – July 1 (12 days)
- Cycle IV: July 7 – July 22 (12 days)
*CRM students only: Part I will be delivered through an asynchronous format in the Canvas LMS. Part II and III of the Phlebotomy program will remain the same for all enrolled students.

Admissions Criteria
Acceptance into the Phlebotomy program is contingent on providing the following:
- Due on or before: Friday, December 3, 2024
- Due on or before: Friday, January 10, 2025
Program tuition: $1,600 – online
All documentation and application fee must be submitted on or before due date. Incomplete submissions will not be accepted and will be returned to the applicant. Rutgers reserves the right to change the requirements.
Application Fee non-refundable: $25.

- Copy of High School Diploma, GED, or higher degree
- Applicants who have earned a H.S. diploma or higher degree from a non-US accredited institution must provide International transcript evaluation records from an accepted evaluation agency such as World Evaluation Services (WES) or similar evaluation agency listed on NACES Members website.
- Test of English as a Foreign Language (TOEFL) achieve a minimum score of 550 or higher or International English Language Testing System (IELTS) achieve 6.5 or higher.
- Proof of current health insurance
Applicants accepted into the program will be notified by email and instructions will be provided to complete the admissions process. Acceptance is conditional and contingent on successfully meeting all admissions requirement.

* Tuition Refund Policy: A tuition refund, less a $100 administration fee will be issued if notice is received in writing one month before the first day of class. Documentation of proof of current immunizations is required. To begin the program, a student’s medical/immunization information must be deemed compliant by Rutgers Student Health Services.
REQUIRED IMMUNIZATIONS
COVID-19 Vaccination and Booster – 1 updated 2023-2024 COVID-19 Vaccine (Moderna or Pfizer or Novavax) or 1 bivalent Moderna or Pfizer dose or Original primary series (Moderna, Pfizer, J&J, Novavax, WHO-approved vaccines) +1 booster dose
Hepatitis B– 3 doses of vaccine (at least one dose prior to any activities with any risk of exposure) or proof of immunity. Hepatitis B quantitative surface antibodies (1 month after last dose) – Required-vaccination serology, Hepatitis B Record
TB testing – PPD Mantoux 2 STEP or an FDA approved blood assay for TB
Measles–2 doses of vaccine or serologic proof of immunity
Mumps– 2 doses of vaccine or serologic proof of immunity
Rubella–1 dose of vaccine or serologic proof of immunity
Influenza-annual dose of vaccine in the fall
Varicella–2 doses of vaccine or serologic proof of immunity
Adult Tdap
Recommended: Polio – Primary 3-dose series of vaccine or booster doses
